Phil is a special encounter in Fallout Tactics. Phil, the Nuka-Cola dude has the thankless job of riding his bike around the wasteland and refilling all of the Nuka-Cola machines that litter it. It's a tradition, apparently passed down from generation to generation. Phil is not impressed and really hates his job. Coming from the south-west on his delivery bike, he stops at the center of the map, quoting all kinds of complaints. It is not possible to interact with him.
