Using their influence, GLA generals could recruit more experienced Technical crews. They weren't hard to come by, so generals who received even a little recognition could gain this benefit. It was a reasonable purchase in the early games, as Technicals could perform devastating hit and run attacks on enemy positions. Although not so useful during late-game scenarios, this upgrade should not be overlooked if any GLA Generals plans to use Technicals in the long term run.
