The Marching Godess was a character from a legend on the plent Daffodon IX, similar to the Earth legand of the Pied Piper. In 2370 Odo thought himself much like the Marching Godess or the Pied Piper when he took on the form of an adult Horta to try and lure a group of baby Horta out of the more populated areas of Deep Space 9.
