Mark Richardson (D) is the leader of the Black Caucus. He often butted heads with the White House over issues where they assumed the black caucus would not be an issue. He voted against a crime bill after Leo McGarry failed to convince him to help out, and only supported the veto of the Estate Tax Cut after a meeting with Toby Ziegler.
