The Cularin Licensing and Regulatory Bureau was an organization that operated in the Cularin system during the waning years of the Galactic Republic. The Bureau was responsible for issuing permits that allowed indivduals to use specified restricted items while in the system. It had the right to deny an application for a permit or limit the number of permits held by an individual. It could also increase the fee or waiting time for a permit if doing so was viewed as necessary for ensuring the safety of the inhabitants of the Cularin system.
