The Cabinet Office Workgroup on Information Operations (AgIO) was formed in 1996 by the Swedish Ministry of Defence. It consisted of members from government agencies and private sector entities. Two open reports and one classified report were issued in 1997 and 1998. The second report discussed the protective philosophy needed to safeguard critical infrastructures and information, national structures and responsibilities, and the criteria for a lead agency.
