Chang was a senior admiral serving in Starfleet in the 24th century. In 2375, Captain Jean-Luc Picard of the USS Enterprise-E sent a report to Starfleet Command requesting instructions regarding his encounter with a large armada of Palami warships. Admirals Ch'ufftha and Chang were expected to respond, but they were busy due to a major attack by Jem'Hadar forces in Sector twelve.
