The New Wales Senate is the upper house of the bicameral New Wales Parliament, the lower house being the House of Conference. The composition and powers of the Senate and the House are established in Article One of the New Wales Constitution (which does not use the terms "upper" and "lower"). Each state is represented by two senators, regardless of population. Senators serve staggered four-year terms. The chamber of the New Wales Senate is located in the north wing of the Capitol, in St Marys, the national capital. The House of Conference convenes in the south wing of the same building.
