Busa Ollan was an Aqualish refugee who settled on Naboo prior to the start of the Clone Wars. Early in the war she was chosen by Queen Jamillia as an advisor on refugee affairs, the planet's first ever non-human royal advisor. Though she lost the position when Jamillia lost the throne, and eventually returned to Ando, the precedent had been set, and there has always been at least one non-human offering advice to Naboo's monarch ever since.
