Norm Sallas is an agent of the MCO. He was assigned to the Sioux Falls office, where he and another agent harassed local mutants, disappearing one, Sara Johnson, and assigning Kayda the name Injun while also including naming her to be under an active investigation, placing a DFA on and delaying the issue of her MID. Mr. Sallas and his associate were arrested for the actions taken against Kayda.
