Taggard was a late 20th century Human male. He was a police officer in the San Francisco Police Department. In 1986, he was assigned, with another officer, to a security corridor at Mercy Hospital. (Star Trek IV: The Voyage Home) Taggard was played by Joe Lando. In the end credits, he was credited as playing a shore patrolman of the United States Navy. The name of this character could be seen on his name tag in several scenes. His police badge identified him as a member of the SFPD; the badge number was illegible.
