The Old Men of Paris is a network, and as its name implies, it is located in Paris. The Old Men were created by Carlos The Jackal, in The Bourne Identity and The Bourne Supremacy. They were poor old men and women who served Carlos. In return, Carlos gave them money and "purpose to end this life."
