Jason Cutler was a helicopter pilot who was also one of the many victims of North Korean assassin Lee Wuan Kai. After the incident in Los Angeles involving a confrontation beside herself and her rival, Director Leon Vance as well as the Office of Special Projects, Kai hitched a ride to Washington by forcing Cutler to take her to the outskirts in D.C. where she later killed him.
