Samanaev was born on 2 July 1927, in a barn near Shemonaikha. Since both of his biological parents died three months after his birth, he was adopted by Fjodor Samanaev, political activist for the CPSU, and by his wife, Ekaterina. From kindergarten to university, Samanaev attended schools in Moscow. In 1951, he graduated with an MEng.
