Virgil was the person Joseph Sin-Chung hired to get a truck ready for Peter Madsen's raid at Fort Lesker. He called Joseph at around 2:30 AM to tell him to send a driver over to 34002 West Lassen, but his call was intercepted by CTU Agent Chase Edmunds who had just killed Joseph.
