One method of reaching it is to go to the spiral cylinder on the east side of the 1F map. Instead of proceeding up the ramp on the cylinder, go to the second cog-like structure on the floor pointing out east southeast and, looking down so that the jump is more likely to be accurate, jump off and land in the Spent Fuel Tank.
