In January 2374, Federation President Rosarev -- in his role as Commander-in-Chief of Federation forces -- ordered the Seventh, Ninth and Tenth Fleets to the Spinward Theater of Operations. (Dominion War Timeline: "Early Dominion Victories: January-June 2374") Later that year, the fleet was tasked with halting the Jem'Hadar in the Tyra system. The attack was a disaster for the Seventh fleet with only 14 ships, out of the 112 vessels involved, surviving the battle.
