Louis Freston was a Lieutenant in the United States Navy and a man who appeared in Patience (episode). He had recently been dispatched in an intelligence operation utilizing the alias of Petty Officer Daniel Harvey, and recruited an asset, a Colombian-American prostitute named Lolita regarding retrieving DNA from Tomás Orlando. The next day, the NCIS Major Case Response Team proceeded to investigate the murder, only to discover that "Daniel Harvey" doesn't even exist, with their digging eventually uncovering his role in Operation Lex Talionis and thus their direct involvement in the operation.
