This technique is performed by making physical contact with water or one of water's form. Upon contact, the shinobi uses their chakra to instantly change the state of the form of water to any other form of the user's choosing. The transformed substance can either be used for offensive or defensive purposes or it can be absorbed by the user to restore their body to a healthier state and refill their reserves of chakra.
