Upon Hawkwing's death in FY 994, he formed an alliance with an equally powerful noblewoman named Yseidre Tirado and, together with their supporters, they seized control of the city and a stretch of surrounding countryside. Neither was powerful enough to declare themselves king or queen, so a ruling council was established instead.
