Neon's species were a reptilian species which have the appearance of a small Tyrannosaurus rex, with a large spiky tail and iridescent spikes. Their native language (at least when rendered into Federation Standard via the universal translator) consisted only of nouns. In the 2270s, a member of the species, Neon, served aboard the USS Enterprise as a security officer. She was noted as having laughter like wind-chimes, and was regarded as one of the fastest guards, with an IQ of over 200. (TOS novel: The Entropy Effect)
