Phrastus of Elinhir is an Imperial scholar, well-known for the many books he has published on the Daedra and various other topics, and his questions-and-answers sessions he has with various others interested in the history and lore of Tamriel. He is a bitter rival of Lady Cinnabar of Taneth, another fellow scholar. They both can be found in the Imperial City Sewers.
