Leon is able to manipulate plasma. Plasma energy is found in many places, such as the stars and the sun, thus he is able to control them to a limited degree. Leon is also able to discharge plasma from his body, which resembles electricity. He can even manipulate lightning and direct lightning at targets. Leon can create balls, beams and bolts of plasma energy to fire at his targets. It is likely that he can kill with this ability, since he was shown preparing to use it offensively, but he has never actually been shown killing with it.
