This character is referred to as the 'Gatekeeper' in Four Winds, it is actually known as the Key Master (or Keyholder). However, the Gatekeeper is actually the guard with the sword and wears the helmet, and accepts the tickets and defends the gate itself, the Door Master (Ticket Taker).
