The Department of Licensing is the robo licensing center in Custom Robo (GameCube). New commanders must pass a qualification test to receive their commander license which allows them to use robos. The tests are administered by testing machines which ask fairly difficult questions. A test must be passed for a commander to advance a license rank, but may only do so once a year.
