Civil Service agents are found in the city of El Dicastes itself and each Sapha has his own batch of tasks to give out. These tasks involve either kill counts or item collection and are given out at random. Each Sapha has a minimum level requirement which ranges from Level 80 at the lowest and Level 100 at the highest. If you would like to take requests from the same Sapha again, be sure to clear your cooldown timer with the corresponding manager at the Dicastes Diel. Otherwise you won't be allowed to take requests from the same Sapha.
