Palace Shoppes are located on colonized islands only. On islands with palaces, they are located in the first room on the right as a player enters. On islands with forts, they are located on the upper floor. They can also be accessed from the pirate info page by clicking "Ye" on the sunshine widget, pirate name link, then "Palace Shoppe" in the top left corner of the window.
