Admiral Vatel Pa'thyr was a Starfleet flag officer from the 24th century. Following the Dominion War he spoke out against the Federation not taken enough proactive action to take advantage of modern technology in making defense perimeters stronger and more effective. Going as far as to claim that "...22 million innocent Humans would be alive today!" if the Federation had upgraded the Mars Defense Perimeter with existing technology prior to the war.
