The Lutralian Hegemony was a warp-capable governmental entity located in or near Sector 68H, headed by members of the Lutralian race. First contact between the Federation and the Lutralian Hegemony occurred in 2280, when the USS Chandley, equipped with an experimental Kelvan warp drive, accidentally crossed into their territory, becoming temporarily stranded. Through displaying aggressive tendencies, the Lutralian Hegemony, in the person of starship commander Nrech'lah, saw no purpose in attacking a race unable to defend itself. Following a meeting with Andorian Talev zh'Thren, Nrech'lah determined the Federation were worthy potential allies, and invited the Federation to open diplomatic relations.
