Kulat was a Cardassian serving aboard the Swift Striker in 2370. He wanted to start a fight with a Bajoran miner, for looking at him the wrong way. Not wanting to see him hanged by Gul Marak, Kulat's fellow crewmates reminded him of what happened to Lok. (DS9 novel: Betrayal)
