When Dr. Harper dies without committing the formula to paper, CONTROL agents Maxwell Smart and 99 are sent to retrieve a sample of the fuel from his laboratory for analysis. They are beaten to the punch by KAOS agent Waterhouse who takes the sample to the Bulmanian embassy in Washington DC.
