Before the revolution the Lepi's home planet was under slave control by a hutt crime lord Jir'an Tukruto for about 30 years. The slavery on Coachelle Prime kept getting worse and worse until Lepi Protesters and military prisoners of the Coachelle Hutt prison city of Coag'el acted out against their Hutt leader.
