Presidential Order 0139/D was a Presidential Order issued some time after the death of Cal Omas, but before the fall of Coruscant to Sith forces. The entire wording of the Presidential Order is unknown but the following is; The declaration of this order by the then-current Chief of State effectively declared the Jedi outlaws in a time when the galaxy needed them most. Although they had not been declared enemies of the Galactic Alliance, any attempt to maintain their independence of the Chief of State would be constituted an act of treason or worse war.
