Armor runes can be applied to armor that possesses a rune slot to provide permanent bonuses to that armor's effects. They can be added to armor by Sandal who is at the Merchant's Guild in Hightown in Act 1 and in the Hawke Estate in Acts 2 and 3. Unlike Origins, once used they can't be removed, only replaced with the previous rune destroyed.
