After the end of the last war negotiations and diplomatic talks regarding disputed territories with god trees and prisoners of war were going nowhere. Momoshiki made a very dangerous decision with Kinshiki to create a false flag event in an effort to push the Dharma Coalition to give up the disputed territories and in exchange they would disregard the so called "terrorist attack." Ultimately however it had the opposite effect. Instead of giving up the territoriews the Dharma Coalition increased military presences on the territories and "saw through" their trick.
