Ozker is or was a resident of Mechanicsburg who was keeping tabs on Baron Oublenmach as he made his way to the Doom Bell with its hammer. He's seen during the Siege of Mechanicsburg reporting to Wilhelm Diamant that he lost track of Oublenmach after the rescue alarm gongs rang.
