sigh His powers were not created by the Hougyoku. Quoting Aizen's words from Chapter 401, page 9: "While I said its abilities are to make the wishes of those around it into reality. This is not possible if that ability did not already exist within them in the first place". Meaning that if Chad didn't have Fullbring abilities to begin with, the Hougyoku couldn't have done anything. It's preciously because Chad was born a Fullbringer that the Hougyoku was able to accelerate the growth of his power and grant him his desire to not be powerless.
