The Vela coin can be found in the Zahhab Region, at co-ordinates D-6. It's in the "Shine Spot" between the two prongs of the South Crevasse of the Twin Crevasses, along with two young Humpback Groupers. The Vela coin is one of the Constellation Coins and one of the four coins needed to complete the Voyages of the Argo quest, and the Vela constellation represents the sail of the ship the Argo. the other three coins needed are the Pyxis, Puppis, and Carina coins.
