There was no big deal made about it as only several character who know Rukia and knew Kaien personally have mentioned it. Rukia was on death row because she gave her powers to a Human boy so when these people seen him and realized that he resembled her former superior, it was natural for them to wonder if their resemblance was the reason she allowed herself to commit such a crime since she was still troubled by the guilt of Kaien's death.
