A farm-boy from Gryphon, Mullins made a career in the intelligence branch that led him on a covert mission to Nouveau Paris. During that mission, he met Rachel Covilla and began a relationship with her, unaware that she was another Manticoran agent. He promissed to marry her, but was forced to leave her behind. But he ran into Rachel Covilla. It was then that he learned she was an ONI captain, who aided them in their escape with the defecting Admiral.
