Tempest is a Kekkei Genkai found in the Leaf Village's Levitus Clan. It is named Tempest meaning storm. The Tempest Jutsu is the combination of any or all of the Chakra Elements. Normally you'd need to use them seperately and then fuse them into a jutsu, but a member of the Levitus Clan may use any of the chakra elements fused into each other as well as individually fused into another jutsu. An example would be the ability to use the Wind Style: Rasengan, using only one hand without wasting so much chakra. Another example would be combining random Jutsu such as, Lightning Blade with Wind Blade, as well as the Water Dragon Jutsu.
