The Chameleon appeared in the City of Eastport, spreading panic. The Grim Reaper's alter ego, Bill Norris, was there representing a group of citizens interested in the Mayor's bond issue. The mayor and Treasurer Dorne were thinking of calling it off due to the Chameleon. The Mayor explained that the villain was out to destroy Eastport, making it a poor investment risk. The Reaper explained that when Dorne's hands came into contact with a janitor's hydrochloric acid cleaning materials, it melted the plastic gloves being used to simulate the same fingerprints on each "Chameleon".
