The Laurentian system is one of the Federation's primary sources for quadratanium. Hundreds of people have settled at the Laurentian Colony because of the quadratanium industry. Laurentian Outpost is here to defend those settlers and the quadratanium processing facilities. Unfortunately, we're close enough to the border of Klingon space to be an attractive target. If the get within range of our defense grid, we would have no problem taking them out ourselves. But that puts the colonists on the planet's surface at risk as well.
