Francis V. O'Hooey was a police officer in New York City in the 1940s. He was working on the streets in September 15, 1946, and witnessed the spectacular aerial battle between Jetboy and Dr. Tod, and also the release of the wild card virus. Francis and some of his colleagues personally rescued Edward Shiloh, the lone survivor of Dr. Tod's thugs, who managed to parachute from Tod's dirigible just before it exploded. His nickname is an allusion to Francis the Talking Mule, the famous old comedic film character.
