The Exotic Ships and Weapons License is one of the most sought-after in the Federation. It allows the owner to purchase any weapon, outfit or ship that requires any of the other six licenses, barring other unrelated requirements, as well as the Polaron Cannon and the legal Ionic Particle Cannon. Because of its value, there are many forged versions of this license that are available at a much lower price than an authentic license. While purchasing a forged license could save you some money, it also has risks; the Federation has set up a number of sting operations involving forged licenses.
