Mayor Harper was the mayor of New York City in Relic. He attended the opening gala for the Superstition Exhibition at the New York Museum of Natural History and was one of the first guests to view the exhibition. After the power failed and the security doors came down throughout the museum, Harper was trapped inside the musem with at least 40 other guests. Harper was part of the group that followed NYPD Lieutenant Vincent D'Agosta into the museum subbasement to look for an exit.
