The First Minister reports his/her duties to the Cabinet and the Chamber of Parishioners. He/She also has a fortnightly debrief with the Cardinal with issues that matter most within the theocracy. If the cardinal does not agree with any of the ministers plans he may override the ministers decision which is perfectly constitutional though this power is not exercised often.
