The Festival of Qu'batlh was a Klingon occasion held in the month of Doqath. When Captain Hikaru Sulu contacted Chancellor Kesh and requested that the USS Excelsior be allowed to enter Klingon space in order to hunt down Qagh in 2290, Kesh informed him that a vote by the Klingon High Council would need to take place, but unfortunately many members of the council were taking part in the festival in Qo'noS's First City.
