This was a response to GTMO commander's request on using 'new techniques' of interrogation. see Dunlavey Memo of Oct 11 2002. Haynes recommended most of the techniques, and Rumsfeld approved on Dec 2, 2002. The memo says Haynes had discussed it with Richard Myers (CJC) and Doug Feith. The Senate Armed Services Committee report says that it also indicated he had discussed it with Paul Wolfowitz, but the memo copy on the .mil website doesn't seem to mention Wolfowitz
