Charles Bright was a building inspector who the FBI team led by Senior Agent Tobias Fornell was originally thought to have been a serial killer responsible for the deaths of nineteen young women but NCIS soon discovered that Bright was actually innocent and that his wife was the one truly responsible for the killings.
